Free PDF Tools: Merge, Split & Rotate
Combine PDF files, extract or split pages, rotate, delete and reorder pages, or turn JPG, PNG and WebP images into a PDF. Free and private: your files are processed in your browser and never uploaded.
Merge PDF files
Add two or more PDFs, put them in the order you want and combine them into one file.
Merged PDF
Add at least two PDFs.
Pages are copied as they are, so text stays sharp and selectable.
Split or extract PDF pages
Pull out the pages you need into a new PDF, split a PDF into several files, or save every page separately.
Split options
Separate pages and ranges with commas. “8-” means page 8 to the end, “-3” means pages 1 to 3.
Every page becomes its own PDF. You get them all in one ZIP file.
Rotate PDF pages
Turn sideways or upside-down pages the right way round. The rotation is saved in the PDF, so it shows correctly in every viewer.
Rotation
Only these pages are turned. The rest stay as they are.
Delete pages from a PDF
Remove blank, duplicate or unwanted pages and keep the rest in their original order.
Pages to remove
At least one page has to stay in the PDF.
Reorder PDF pages
Type the new page order, for example 3, 1, 2. Ranges work too, and “10-1” reverses ten pages.
New page order
A page listed twice appears twice in the new PDF.
Convert images to PDF
Turn photos, scans and screenshots into one PDF, one image per page.
Page setup
Add at least one image.
Your files are processed on your device and never uploaded. PDF processing by pdf-lib (MIT).
How to merge, split or rotate a PDF
- Pick a tool at the top: Merge, Split, Rotate, Delete pages, Organize or Images to PDF.
- Choose your files or drop them onto the page. They are opened in your browser, not uploaded.
- Set the options: the file order, the pages you want (for example 1-3, 5, 8-), the rotation or the page size.
- Press the button. The new PDF downloads straight away, named after your original file (for example report-rotated.pdf; merges are saved as merged.pdf).
What you can do with Zebra PDF
Merge PDFs
Combine up to 50 PDFs into one. See the page count of each file and move them up or down until the order is right.
Split and extract pages
Save selected pages as a new PDF, create one PDF per page range, or split every page into its own file in a ZIP.
Rotate, delete and reorder
Fix sideways scans, drop pages you don’t need and put pages in a new order without re-printing or re-scanning.
Images to PDF
Turn JPG, PNG and WebP images into a PDF on A4 or US Letter pages, or make each page the size of its image.
No quality loss for PDF pages
PDF pages are copied, not re-rendered, so text stays sharp and selectable. JPG and PNG images are embedded unchanged; WebP images and rotated phone photos are converted once so they show correctly.
Private by design
Everything happens in your browser. No upload, no account, no watermark and no waiting.
Frequently asked questions
Is Zebra PDF free?
Yes. All the tools are free to use with no sign-up, no watermark and no daily limits.
Are my PDFs uploaded to a server?
No. Your files are opened and processed by your own browser and the result is saved straight to your device. Nothing is sent to ZEBRA or anyone else.
How do I write page ranges?
Separate pages and ranges with commas: “1-3, 5, 8-” means pages 1, 2, 3, 5 and page 8 to the last page. “-3” means pages 1 to 3. Spaces are fine.
Can I split a PDF into single pages?
Yes. In Split, choose “Every page” and you get a ZIP file with one PDF for each page.
Does it work with password-protected PDFs?
No. Encrypted PDFs cannot be changed here, so Zebra PDF shows a message instead. This includes PDFs that open normally but have editing or printing restrictions. Remove the password or the restrictions in the app you use to open the file (or save an unrestricted copy), then try again.
Will rotating or merging reduce quality?
No. Pages are copied as they are, not converted to images. Interactive form fields and bookmarks may not be carried over when you merge, split or delete pages.
Is there a file size limit?
Each PDF can be up to 500 MB, and you can merge up to 50 PDFs at once. Images to PDF takes up to 200 images of up to 50 MB each. Above 100 MB in total you see a warning, because large files need a lot of memory and phones may run out of it sooner than computers.
Can I turn iPhone HEIC photos into a PDF?
Not yet, because most browsers cannot read HEIC files. Save or share the photos as JPG first, then add them in Images to PDF.
